If the “Libraries for Salesforce Files” setting is disabled and you cannot enable it, you might need to enable the Salesforce CRM Content setting, which is typically enabled by default in every org.

There are two steps involved:

  1. Enable "Salesforce CRM Content"; https://help.salesforce.com/s/articleView?id=experience.content_initialsetup.htm&type=5

  2. Enable "Salesforce CRM Content User" on the user record
